Teacher refers to a person engaged in teaching at the elementary and secondary levels, whether on full-time or part-time basis, including industrial arts or vocational teachers and all other persons performing supervisory and/or administrative functions in all schools in the aforesaid levels and qualified to practice teaching under RA 7836. A valid Certificate of Registration and Professional Identification Card from the PRC are required before any person is allowed to practice as a professional teacher in the Philippines.

Board refers to the Professional Regulatory Board for Professional Teachers.

A licensure examination is required to be undergone by all applicants for registration as professional teachers. The exam will be given at least once a year.

Applicants for board examination shall establish to the satisfaction of the Board:
a. a. He/She is a citizen of the Philippines, or if a foreigner, must prove that the country of which he/she is a subject or citizen permits Filipino teachers to practice within its territorial jurisdiction on the same basis as the subjects or citizens of such country.
b. At least eighteen (18) years of age.
c. In good health and of good reputation with high moral values.
d. Has not been convicted by final judgment by a court for an offense involving moral turpitude.
e. A graduate of a school, college or university recognized by the government and possesses the minimum educational qualifications, as follows:
1. For teachers in preschool, a bachelor's degree in early childhood education (BECED) or its equivalent.
2. For teachers in the elementary grades, a bachelor's degree in elementary education (BSEED) or its equivalent.
3. For teachers in the secondary grades, a bachelor's degree in education or its equivalent with a major and minor, or a bachelor's degree in arts and sciences with at least ten (10) units in professional education.
4. For teachers of vocational and two-year technical courses, a bachelor's degree in the field of specialization or its equivalent, with at least eighteen (18) units in professional education.

Scope of Teacher Board Examination

The elementary teacher examination shall consists of:
1. professional education
2. general education

The secondary teacher examination shall consists of:
1. professional education
2. general education
3. field of specialization

Oath of Profession

All successful teacher examinees shall be required to take a professional oath before practicing as a professional teacher.
